Develop a global partnership for development

Realizing that a global partnership for trade would benefit many nations;

Taking into Account that many continental trade groups currently exist;

Conscious that many third world nations would be affected greatly be the devolopment of a larger scale, more balance trade system;

1)      Requests that a Worldwide tariff free or low tariff system be developed;

2)      Recommends the formation of a Global Trade Organization (GTO) to set prices of goods to be traded. This organization would have a board of governors voted upon by all nations, consisting of nine individuals sitting for three year terms. Yet all prices would still require 51% approval by the members of the GTO;

3)      Requires all nations to devote 0.01% of their GDP after five years of membership, to fund the GTO and to allow for fair prices of goods to be achieved;

4)      Requests the dissolution of current trade organizations, all to be encompassed within the newly formed GTO;

5)      Allowing for nations to still govern trade laws within their own countries, making the jurisdiction of the GTO to be limited to foreign import and export;

6)      Requests all nations in the top 25% in terms of GDP to give 0.001% of their GDP to nations in the bottom 25% to help alleviate the problem of debt in many nations;

7)      Instructs that membership is open to all nations of the committee barring they are willing to meet all above conditions;

8)      Calls upon nations exporting pharmaceuticals to attempt to make these products available to developing nations;

9)      Requests lower tariffs for the first three years to those nations landlocked or developing, to allow for a fair market to be established.
