Draft Resolution on Climate Change

 

 

 

The General Assembly,

Recalling that Member States have pledged themselves to reduced emissions under the Kyoto Accord,

 

Reaffirming that a reduction in emissions and the implementation of clean technology is a necessary reality,

 

Alarmed at the level of non-compliance seen globally with the agreed-to standards of the Kyoto Accord,

 

Concerned at the overall rise of greenhouse gasses, as well as their known effect on global warming, global dimming, and other climate-affecting processes,

 

Deeply concerned at the damage climate change is causing to natural environments, including but not limited to the Polar Ice Caps,

 

Emphasizing the need for all nations to reduce the output of greenhouse gasses, both to meet Kyoto standards, and to contribute to future Climate Initiatives,

 

Believing that further, intensified efforts are required to promote and institute measures to assist in the reduction of greenhouse emissions worldwide,

 

Deeply concerned at the level of desertification, land-loss, and flooding that has been attributed to changes in climate,

 

1. Reaffirms the original intent of the Kyoto Accord – a reduction of greenhouse emissions and a focus in the development of "green" technologies – and insists all member states take action to promote the spirit and goals of the Kyoto Accord;

 

2. Demands all States fall into line and reduce greenhouse emissions to the level determined previously in the Kyoto Accord. Any nations failing to comply will be subject to tariffs, trade sanctions, and may be rendered ineligible for certain UN-funded programmes;

 

3. Requests Member States to from a committee to re-evaluate the conditions of the Kyoto Protocol, and to set new emission goals for the future. Through this committee, the General Assembly will more closely monitor the emission levels for member States, and in doing so, can more readily issue the aforementioned tarries and sanctions;

 

4. Calls upon all States to contribute 0.1% of GNI to a global trust to aid in financing the development of emission-reducing technologies. Use of the funds will be overseen by the committee previosuly mentioned, and will be used to assist in the distribution of existing emission-reduction technologies to develpoing countries as well as to develop new, cleaner forms of technology;

 

5. Recognizes that legislation enough is not enough to bring truant nations under the requisite emission limits, and in this regard invites States, political bodies, and civil society to undertake dialogue and advocacy at all levels to promote reduced emissions, cleaner technologies, and to promote, through the educational system and by other means, understanding in all matters relating to greenhouse emissions and their effect on the global climate.
